Russian plane crashes with 28 passengers on board

A passenger plane with at least 28 passengers on board has crashed in the Kamchatka region of Russia. The news agency Reuters reported.
The plane was en route from Petropavlovsk-Kamchatskiy in southern Russia to a village called Palana in Kamchatka. The plane flew in cloudy weather.
Palana village mayor Olga Mokhireva was also reported to be on board.
Russia's aviation ministry said the twin-engine aircraft, built in 1982, had 22 passengers and six crew members.
